What this site is

This is a single-issue accountability project about the public record of Illinois State Representative Jeff Keicher (R-Sycamore, 70th District): how he voted on legislation to let the state review insurance rates, and what the insurance industry contributed to his campaign. It is published by an independent expenditure committee. It is not authorized by, and does not coordinate with, any candidate or candidate's committee.

Standard of proof

Only claims verified against a primary public document appear as statements of fact, and every one links to that document. Rep. Keicher's floor statements are quoted from the Illinois General Assembly's official verbatim House transcript, or, where noted, from the news outlets that reported the debate, with a link to the source. Where the research behind this site flagged a claim as unverified or single-sourced, it was left off.

How the votes were pulled

Each roll call links to the official vote-history PDF published by the Illinois General Assembly at ilga.gov. The votes were read from those PDFs and cross-checked against the ILGA bill-status pages. Two of the rate-review bills reached the House first as unrelated "shell" bills, and we note that here for completeness. The April 10, 2025 version of HB 3799 (shown in the table) came before the rate-review language was attached in the Senate. HB 4273 followed the same path: on April 14, 2026 it was still a corporate-law bill, and Rep. Keicher voted yes on that version; the Senate then rewrote it into the homeowners rate-review act he voted no on at final passage on May 27, 2026. Both HB 4273 votes are on the ILGA bill-status page linked below. The rate-review votes highlighted on this site are the later, substantive ones.

How the money was pulled

Contribution figures come from the Illinois State Board of Elections record for Friends of Jeff Keicher (Committee ID 34033). "Insurance-sector" totals include insurers, insurance-agent associations, and insurer-employee political action committees; they exclude the candidate's own contributions. Labor, party, and unrelated donors are not presented on this site, because its subject is one industry and one set of votes.

NIU figures

Northern Illinois University operating-appropriation figures are the university's own, published by its Office of Budget and Financial Planning at niu.edu. The site addresses the state operating budgets specifically.

Electoral context

Rep. Keicher was first appointed to the seat in July 2018 and has been re-elected since; in 2024 he won the 70th District with about 59.8% of the vote, defeating Democrat Randi Olson. This is provided as background, not as a claim about any current or future election.
